I do not know if should be the courts jobs

The courts job is to enforce it, not write it.

OOC: The court interprets the rights. Which come from the charter. News rights are added by the GA. To remove rights means to make an amendment. To add them just a simple law.

So if Kensginton is the courts, he would not be able to take part in law making ?

OOC; No....it's just he has to have a different personality and character while reading the law. And bear it isn't the princess who is on the court. But rather some famous judge from the Galatians. So in a sense he must act with two different people.

IC:" How about we stay on topic shall we? This can be handled in a future resolution I believe. In which the nations of CT and AU would be on a three person council. Who must come to unanimous decision on whether a nation may have a nuclear weapons Program. And the amoutn of warheads it can have."

" With all do respect, WMD's are here and so are we. I understand we want to get essential paperwork done gentlemen, but lets be honest, we are open to new members and nations to join with open arms, all it takes is one crazy large nation to enter the NOTW and we could face a horrible situation."

"Look we all know it's a problem. But when that council is formed through a resolution or mandate. It will review all current nations and decide whether they may keep their nukes or not. But for now let's keep on topic."

Once again I understand we want to stay on topic but how about for now we leave all current choices or decision making to some party. Either the two permeant seats or the Leader of the NOTW

"How about this why not just have the Perm members of the DC and the GS decide on nuclear weapons for nations. They can re-review any nation. As long as it has the consent of the GA. But they can review new nations and make their own mandates. This would be a separate body until the a proper one is made. Is that alright with everyone? The council would be the Nuclear Proliferation Council. And you would need to go through it to have nuclear weapons starting today. The council can either ban you(you may submit a reapp) give you a limited licences. Or allow you to create unlimited warheads. If the GA requests it the Council can revoke licences. And all decisions would have to be unanimous."

Ok but according to your rules, CT would have to of continued a rp or made some rp motions toward gaining WMD's and If that is the case then at the moment CT would not be able to contain WMD's with out a secure agreement made by such council, I yield back my time.

OOC:Technically CT developed those weapons before the council. And hence does not need to go through the council. Also it became operational yesterday.

OOC: I don't understand what is going on here. Just because the meeting is taking too long, are we granting decision making powers to a single person? I would hope not... Also, I'd prefer we kept this conversation out of the chatbox since my chat window is still not working for some reason.

IC: "Gentlemen, if I may?" Gelar looked at the representatives from the Amero Union and Central Texas. "In keeping with the current topic of basic human rights, I would suggest that we preface any declaration of human rights with this." Gelar picked up a sheet of paper in front of him and read:

'Everyone is entitled to all the rights and freedoms set forth in this Declaration [or whatever this document shall be called], without distinction of any kind, such as race, colour, sex, language, religion, political or other opinion, national or social origin, property, birth or other status. Furthermore, no distinction shall be made on the basis of the political, jurisdictional or international status of the country or territory to which a person belongs, whether it be independent, trust, non-self-governing or under any other limitation of sovereignty.'

Gelar looked up once more. "Gentlemen, as you can tell, this statement is not a declaration of rights in itself, but a promise that any right decided upon here will not be withheld from anyone in this assembly."

Perry gave a sigh of relief. He wanted to keep on topic. He thought maybe that the AU was filibustering the Bill of Rights by bring in WMDs. They were opposed to it before.
"Central Texas has no problems with the preamble given from the UCR."

The  Amero Union rep. stood up interrupted, " This is not ok, The Amero Union has a nation religion, and a well developed wealthy and middle class. We can not agree to this declaration.

"Sir," replied Gelar, "You keep saying that the Amero Union is opposed to this, but have not given us specifics. What have I said that violates those values in any way?"

"There is nothing so far that says that the AU can't have a state religion. All that the representative from the UCR gave us was something that said all rights decided here shall not be denied because of any distinction."

"And why is there a problem? It's just stating that everyone get's the same rights. It doesn't BAN anything..."

OOC: So your saying that every single person in Amero follows that same religion?

"The honorable representative from Central Texas is correct," said Gelar, "No rights have been given or taken. This only provides that when we do decide on some basic rights, they shall not be denied on any basis whatsoever."

You are saying that someone who wants to stand up and promote a religion in the AU that they have the NOTW consent.
