The First Initial Meeting of The Nations of the World

Howard told Brander he can start whenever. Howard felt if you got here late, tough luck.

It appeared that King Kensington was the last leader to arrive. He and his advisor went right into the front entrance where all the press were. "Please sir could we please just ask..." King Kensington just passed them and continued to the main floor of the NoW HQ. He walked in and found his seat with a placard marked "Galatians".

Howard informs the group that he heard that President Boose was in town. But seeing as they were half of the nations that signed up. They should vote whetherto begin or wait for a majority of those 8 nations.

I feel we should wait for our friend boose

"Agreed." replied howard. Slumped in his chair. Thing were getting boring really fast. He actually wanted the press to get in. They made his life so much more exciting.

Since nothing was starting, the king went outside to answer a few questions. "Your majesty, what are you expecting to happen during this gathering?" "Well I am hoping that we all come together as nations with different ideals, morals, cultures, and backgrounds to better strengthen ties with each other and establish relations that not only makes the job of leading a nation a bit easier but help our people to except people all around the world." The king hoped what he said made sense because English was his third language and therefore required a translator. He went on to answer more questions.

OOC: The floor will be open in 30 min, whoever here , we will start discussing issues and things we would like to say to start the process of building a government.

The clock struck ten. Howard felt sorry for Boose but things had to go according to schedule.
"Alright let us begin with this charter."

Kensington walked back in and took his seat when he got word the meeting was starting

Howard was first in line to take the main stage and express his thoughts on what he would like to see for the government of the NOTW

"Currently I see the NOTW as an organization of solving the world's problems, promoting peace, and human rights. So I would love to see a general assembly where each nation gets one and only one vote. This assembly would make regular resolutions. Such as maritime law. And then a separate defense council. Made up of 5 permanent member members, who must all concurr on a mandate. And then if they all agree if they reach a majority of the whole 11 member council it passes. This council would deal with sanctioning nations and military involvement. The 6 temporary members would be elected. One from each regional group.government of this organization would be run in commissions. With all the commissions under a General Sectarty who would be elected by the GA on nomination of the DC who is not a citizen of a Permanent member country. And then finally a world court of Justice. With seven justices. 1 from each regional group. And then the chief justice who is elected at-large on a rotating basis of each region. Now any questions about the more specifics?" Howard said in a rather small speech just to get things started.

I am worried that with us all wanting more of an active region and not so much worried about huge amount of nations joining, we might have problems filling so many positions. To start with, would it not be better to make a starting off period with just a few positions to keep the world running until we have more nations join?

"For now the general sectary can run the government. Since there are not any resolutions yet to make commissions. Also people can do triple positions excluding the defense council permanent members. And I did do it this way. To certain it around sub regional representation as well. I honestly think the defense council can be made into 7 members. Three permanent and four elected. But also bear in mind. We can create an article or a resolution to create a transition government which is more much smaller. Until we have more member nations."

I think transition government would be the best idea

Why must we have permanent positions. Do you think that's fair to the others that have to switch?

"Having permanent members make sure that the old original values of us the founding members is kept. Also it helps stops a tyranny by majority."

Makes a good point, so we would have Three Permeant and 4 non?

"That may be a create idea. Or maybe 3 perm and 6 temp. One temp from each regional group."

How about for the transition, do we have an active General Secretary, that I feel we should allow who ever holds this position, create a character and should be known as the Mayor of NYC.

OOC: Brander please remember this is an in character thing

IC:I rather we have the GA make all decisions about NYC due to the possibility that the GS will be too busy. Or he may give special deals to his home country. But for this transition government. Let us set a goal of member nations. For when that happens. The regular charter government forms. But this transition government will just be. the Defense Council, GA,GS running the government on their own, president of the GA. The Defense Council will also act as a judicial authority until we have enough nations to make the World Court of justice.

Mr. Brander looks up and says into his mic,That sounds good with me. So how are we deciding?

"Well first order of business would be to see which three nations would form the permanent members of the Defense Council. These nations should be mediators, be emerging superpowers, and have their own opinions. So how do we wish to go about selection?"
