Because you are a king, you could gift all of your nations money to your royal family, pay the one time tax and that will be the royal purse or wealth.

If you want to start a bank you need to convert that into something of real world value besides money. The basic way to get your bank started would be to convert it to Gold.

Gold I believe, or at least a few hours ago was $1305 and ounce. You would take your 93.8 billion and convert it. It would turn into 71877394.636 ounces worth of gold. That then converted into LBs would be 4492337.16475 pounds worth of gold. Now your national bank holds 4,492,337 pounds of gold. Now if you wanted to invest in something else later, you just take the current gold price times the amount of pounds you want to sell and gain that money back to use. If you decide to give your leader a gift of wealth ( which you may only do twice for a character). You must tax the amount of the gift by 25%, the tax amount goes to the NOTW award fund and the rest after taxes is know your characters bank roll. Because you run a royal empire, you could decide to give it all at once, and instead of calling it your national bank,it can be the royal families funds or royal purse. Only thing is if you decide to gift it all to your royal family as once is you will wind up paying twenty-three billion four hundred fifty million in taxes.
